Transport & Environment is looking for a Carbon Pricing and Climate Policy Manager

Do you want to help end Europe’s and the transport sector’s continued reliance on fossil fuels? Do you want to help ensure carbon pricing revenues are used to support low and middle incomes transition?

Transport & Environment (T&E), Europe's leading clean transport think tank and campaign group, is looking to strengthen its climate team with a policy manager leading its work on carbon markets, social transport policy, and the EU’s new 2040 target.

As T&E’s climate manager you will design and support winning policy strategies to secure EU-wide support for a new -90% 2040 climate target and the underpinning policy mix needed to achieve such a target. You will design strategies to overcome European resistance against carbon pricing in road transport and buildings (ETS2), design and promote social climate policies, and ensure fossil fuel suppliers contribute to the just transition.

Job description

Design and run T&E’s advocacy campaign with the European Commission, European Parliament and its 27 member states for a strong 2040 climate target, a review of the Emissions Trading Scheme that reconciles a just transition with environmental integrity, and a permanent levy on fossil fuel profits.

Identifying, commissioning and delivering impactful research tailored to the needs of the team’s EU policy campaigns, in collaboration with either our in-house data analyst or external consultancies (for example the development of an in-house ETS2 price model, research into the transport investment needs of vulnerable households,...).

Build and enlarge T&E’s coalitions with EU stakeholders working on the topic, ensuring partners take on board T&E’s priorities.

Involve T&E’s national offices and partners in the strategy, ensuring resistance against carbon pricing is overcome and that the ETS2 is implemented.

Building and maintaining good contacts with policymakers, researchers and our network working in this field.

Scoping new relevant topics and taking them forward, and playing a shaping role in T&E’s strategy and workplan around cross-sectoral climate policies.

Be responsible for the team’s budget and funder requirements, working in close collaboration with and supporting the Programme Director.

Job requirements

Essential requirements

  • At least five years of total work experience, preferably with some relevant years in policy/advocacy, carbon pricing, or social distributional policies.
  • The confidence to think and act with initiative, to engage and influence policy-makers of different stripes, industry representatives and other stakeholders at the highest level.
  • A good political feeling, negotiating skills, and ability to strategize on policy files.
  • The ability and motivation to learn technical, economic and legal information, to independently develop new political, economic or legal arguments and evidence and use them to convince key stakeholders.
  • Interest in distributional policies and carbon markets.
  • Project management skills including strong interpersonal and team-working skills, organisational and coordination skills.
  • Good writing, communication and presentation skills.
  • Ability to deliver to tight deadlines; eager to learn, with a positive and optimistic attitude when faced with challenges.

Good to have

  • Experience in coordinating joint projects across multi-stakeholder networks;
  • Enjoys scoping new projects and ability to grasp complex issues and analyse data
  • The ability to develop short, medium and long term strategies designed to create change in a complex and at times conservative industry.

The position will be primarily based in Brussels but would involve occasional travel.
