Paratransit Decarbonisation Expert (French-speaking) MobiliseYourCityPosted on 20.12.2024 Deadline 05.01.2025

Launched at COP21 in Paris, the MobiliseYourCity Partnership is a leading global Partnership for sustainable urban mobility of more than 100 partners, including more than 70 city members and 16 country members.
Thanks to the generous contributions of the European Union (EU), the Agence Française de Développement (AFD), the French Ministry of Ecological Transition (MTE), the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV), and the French Facility for Global Environment (FFEM), as of December 2023, our Implementing Partners have raised 54.7 million euros in grants to support 32 SUMPs and 9 NUMPs countries with technical assistance and project preparation.
The Partnership is implemented by AFD, GIZ, ADEME, Cerema, CODATU, EBRD, KFW, and Wuppertal Institute. Our Implementing Partners are working with cities and countries worldwide to develop scalable solutions to improve mobility in complex environments.
We are a Partnership dedicated to enabling transformative change in urban mobility. By leveraging the unique core competencies of a wide range of organisations, we act as a knowledge hub and collaborate to generate solutions that exceed what we could do alone, helping make lasting positive change possible.
The Partnership mainly supports its city and country members by assisting in the preparation of Sustainable Urban Mobility Plans (SUMPs), National Urban Mobility Policies and Investment Programs (NUMPs), building capacities and engaging regional Communities of Practice through training, online platforms, peer-to-peer exchanges, and events.
The MobiliseYourCity Secretariat consists of an international team of 8 people, 5 of whom are CODATU staff (5 financed by AFD and 1 by ADEME) and 2 GIZ staff (financed by BMZ). The advertised position will be part of the CODATU staff for the MobiliseYourCity Secretariat financed by ADEME.
The Paratransit Decarbonisation Expert will oversee and implement the project entitled "Strengthening the ecological transition dimension of paratransit services in MobiliseYourCity city and country members”
The project is funded by ADEME and implemented by CODATU.
The project’s main activities are:
Elaborate methodological guidelines on paratransit decarbonisation
Conduct online training sessions on paratransit decarbonisation
Develop an online communication campaign on paratransit decarbonisation
Present main messages on paratransit decarbonisation at international events.
Elaborate or ensure the production of knowledge products and technical tools to address paratransit decarbonisation in the framework of paratransit reforms in the Global South, including a methodology or a tool to calculate GHG emissions for the paratransit sector and reductions from paratransit reforms.
Contribute to the development and implementation of capacity-building activities, including in-person training workshops, online courses, webinars, and peer-to-peer learning, for urban mobility practitioners in Latin America and the Caribbean, Asia and Africa, with an emphasis on paratransit decarbonisation.
Contribute to advocacy activities to position the topic of paratransit decarbonisation in the international agenda, including organising in-person events, participating in international events in the fields of climate change and urban mobility, developing communication products, and planning and implementing communications campaigns.
Coordinate the Community of Practice of paratransit decarbonisation constituted by MobiliseYourCity partners and any other relevant organisation working on the topic, maintaining close relationships with partners, organising and facilitating meetings, and ensuring the achievement of the Community of Practice’s objectives, results, and outputs. This work will be co-lead with CODATU.
Identification of pilot actions to decarbonise paratransit and search for funding
Manage the grant agreement between CODATU and ADEME in the framework of the project to ensure successful and timely achievement of goals, milestones and final deliverables as well as producing reporting documents and following-up on the expenses.
Support the overall activities of the MobiliseYourCity Secretariat, including the organisation of events, outreach and communications, reporting, fundraising and strategy setting as well as organisational activities related to team management.
Completed university studies in transport, economics, engineering, politics, communication or social sciences or a related field.
Business fluent in French and English. Knowledge of Spanish is a plus.
Experience in land transport planning and its intersection with climate change, including GHG emissions modelling and calculations and MRV systems for the transport sector is required.
Knowledge of the challenges of sustainable urban mobility, especially related to paratransit services is desired.
First relevant professional experience in international development cooperation.
Strong interpersonal skills, capable of building trust and fostering collaboration among diverse partners in a multistakeholder-oriented environment.
Exceptional organisational skills, commitment as well as independent, reliable, and team-oriented way of working.
Good feeling for language and skilled in writing and editing texts.
Autonomy, proactivity, and the ability to effectively use information and data.
Good knowledge of common office programs (especially Word, PowerPoint and Excel) and design software (e.g. Adobe InDesign, Photoshop) and an openness to AI software

Starting date: 1 February 2025
Duration: 12 months with a possibility of extension

Salary: 36,000€-49,000€ (Intermediate / senior level) gross annual salary depending on experience. The annual salary includes a 13th-month payment as well as supplementary allowances.
