The Joint Research Centre (JRC) provides independent, evidence-based knowledge and science, supporting EU policies to positively impact society.
The current vacancy is with the EU Policy Lab: Foresight, Design and Behavioural Insights Unit which is based in Brussels. It is part of the Competences Directorate of the JRC which is under the authority of the Director General. Its mission is to strengthen the capacity of the JRC in anticipatory intelligence (horizon scanning, anticipation, foresight), behavioural sciences, design for policy.
The Unit is composed of multidisciplinary teams with teamwork being considered important and actively supported. The selected candidate will mostly work in the Competence Centre on Foresight, a team of seventeen policy analysts supporting EU policymaking by providing future-oriented strategic insights.
The purpose of the job is to contribute to JRC activities in support of the strategic foresight agenda and to the development of foresight and horizon scanning studies, in particular technology foresight activities of the Competence Centre on Foresight.
A position in a dynamic as well as family-friendly work environment, multidisciplinary research fields like policy, horizon scanning and technology foresight in EU policies.
A Brussels-based position as Policy Analyst who will contribute to deepen the integration of JRC scientific advice into policy making in the EU.
The new colleague’s responsibilities and tasks will include:
Organise, prepare and run quantitative and qualitative technology foresight analyses, studies, stakeholders consultations and meetings aimed at identifying emergent, disruptive and/or critical technologies for specific policy domains and policy challenges, including the analysis of enabling conditions, drivers for development, and related opportunities and challenges.
Monitoring of latest scientific and technological developments with policy implications.
Define and draft concepts, messages and communication materials on strategic foresight including technology foresight and future-oriented technology analysis with policy implications.
Contribute to the development and implementation of novel foresight approaches and methods in line with the EU policy lab practices.
Identify new research needs in the fields of horizon scanning, technology foresight and future-oriented technology analysis, and foresight studies arising from new policy developments.
Compile, process and / or structure information, data and knowledge from various sources and prepare them for communication purposes.
Identify and explain complex and emerging issues and to understand their policy and societal implications. Understand scientific issues and to translate them in policy relevant messages.
Follow-up on the latest scientific, technological and societal developments that have policy and societal implications.
Draft and update comprehensive reports, synthesis reports, articles and/or briefings and speeches on foresight/horizon-scanning.
Develop and provide foresight capacity development, including documentation of best practices and development and provision of training.
We are looking for a motivated and collaborative colleague to join the Competence Centre on Foresight.
A minimum of 3 years of professional experience in the field of technology development and innovation processes.
Experience in the analysis of emerging technologies, their possible development, sectors of application, potential societal and ethical implications.
Experience in monitoring and analysis of policy developments, and in collecting, synthesising and analysing scientific and other evidences supporting policy decisions.
Excellent knowledge of English (C1 level) drafting and presentation skills.
The ability to work in teams and to deal with tight deadlines.
experience in conducting research projects independently;
hands on experience in communicating science in online formats (blogs, websites) and management of these formats
a good understanding of the policy making processes and of strategic future-oriented analysis.
