European Partnership for Democracy is looking for a Programme Assistant (French-speaking)

We are looking for a Programme Assistant to join our team in January 2025. The Programme Assistant will join the implementation team of the WYDE Civic Engagement (WYDE CE) project. WYDE CE is an EU-financed project that aims to improve the enfranchisement, empowerment, and inclusion of youth in all levels of democratic participation at the national, regional and global scales.

The position is available for a period of 20 months.

Accountabilities and key relationships

The Programme Assistant will be based in Brussels and will report to the EPD Head of Programmes (based in Germany). As a member of the WYDE CE team, the Programmes Assistant will work in close cooperation with the WYDE CE Programme Manager and the EPD Political and Electoral Participation Coordinator (both based in Brussels, Belgium). The Programme Assistant will also have regular working relationships with the rest of the project team and other EPD staff.

Duties and responsibilities

Project management

  • Providing assistance on project management (planning and implementation of activities, narrative and financial reporting, etc.);

  • Supporting the daily work of the project team (attending and writing reports/minutes of events, maintaining databases, etc.);

  • Supporting the work of the project team in monitoring the budget as well as the financial reporting process with the funder and partner organisations;

  • Supporting the project team with other procurement and selection processes, such as for research fellowships or grants, by launching calls for applications, assessing applications, or monitoring compliance;

  • Supporting the WYDE CE Grants Officer with the review of financial and narrative reports provided by sub-granted organisations;

  • Supporting the WYDE CE Policy Officer with the management of the Youth Democracy Cohort, a network of over 300 youth organisations (policy development, community management, etc.).

Logistical support

  • Assisting the EPD Political and Electoral Participation Coordinator and the Programme Manager in recruiting external experts;

  • Supporting the logistical organisation of international project missions, conducted by team members and/or external experts (travel and accommodation, catering, event venues, insurance, visas, etc.);

  • Providing ad-hoc support to urgent requests and/or changes to international project missions.

Monitoring, evaluation and learning (MEL)

  • Support the overall implementation of WYDE CE’s MEL plan;

  • Contributing to the identification of project outcomes (behavioural changes of target groups);

  • Conducting post-mission reviews to understand the level of satisfaction among key stakeholders.

Communication and events

  • Representing EPD at meetings with funders, partners and policy makers in Brussels and elsewhere;

  • Supporting the organisation of events (seminars, public events, conferences).

Miscellaneous

  • Providing other kinds of assistance as requested.

Requirements

Spanish language skills are considered an asset.

  • Bachelor’s degree in political science, international development, social sciences, or a relevant field of study is required;

  • Previous experience in project management is considered a strong asset;

  • Previous experience in and/or knowledge of youth issues and/or youth involvement in public affairs is considered a strong asset;

  • Previous experience in and/or knowledge of democracy support, particularly electoral support, is considered an asset;

  • Previous experience in and/or knowledge of (EU) international development across the African continent is considered an asset;

  • Very good written and spoken English and French is required;

Conditions and benefits

  • A starting salary between EUR 1.800,00 and EUR 2.500,00 with the precise figure dependant on experience;

  • An initial 20-month contract;

  • Lunch vouchers of a unit value of EUR 8,00 (personal contribution by the employee of EUR 1,09) will be granted for each day actually worked;

  • A monthly public transportation card in Brussels will be reimbursed (EUR 49,00);

  • In compliance with EPD’s teleworking policy, staff will be granted a monthly teleworking allowance of EUR 154.74 and

  • An additional monthly contribution of EUR 20,00 for the professional use of their private internet connection;

  • A hospitalisation group insurance;

  • The employee will be enrolled in the EPD group pension scheme; in which the employer and the employee contribute 2% each;

  • All staff are fully involved in all aspects of our work and given considerable responsibility and independence; they are part of an international team that supports them in acquiring skills to work in an international organisation and hands-on knowledge of how major international actors inter-relate, at EU and global levels;

  • Candidates must have permission to work in the EU. They should be based in Brussels or move to Brussels for the expected start date.
