About us:

The Financial Mechanism Office (FMO) - affiliated with the European Free Trade Association (EFTA) - carries out the day-to-day management of the EEA and Norway Grants. The Grants are Norway, Iceland and Liechtenstein’s contribution to reducing economic and social disparities in the European Economic Area (EEA) and strengthen bilateral relations and partnerships between the Donor States and the 15 Beneficiary States (Bulgaria, Croatia, Czech Republic, Cyprus, Estonia, Hungary, Greece, Latvia, Lithuania, Poland, Portugal, Malta, Romania, Slovakia, and Slovenia). Norway provides around 97% of the Grants and Iceland and Liechtenstein the rest.

We are now entering a new funding period with a budget of 3.2 billion euros. At the same time, we are closing the current funding period with a budget of 2.8 billion euros.

The programmes in the new funding period will focus on these overall priorities:

  • European green transition

  • Democracy, rule of law and human rights

  • Social inclusion and resilience

The position is open to nationals of the EEA EFTA States (Iceland, Liechtenstein and Norway) and nationals of the member states of the European Union.

Scope

As the Results-Based Management and Evaluation Officer you will be responsible for overseeing the implementation of the results-based management approach across EEA and Norway Grants’ funding, ensuring that the programmes are effectively designed, monitored, and evaluated to achieve the intended results. Your role will include setting up performance indicators, collecting and analysing data to assess progress, and providing guidance on best practices in results-based management. You will collaborate with multiple stakeholders in the Donor and Beneficiary States, to ensure that the EEA and Norway Grants funding is utilised efficiently and effectively to achieve sustainable results. You will also contribute to capacity-building efforts, ensuring that Donor and Beneficiary States’ stakeholders understand and can apply results-based management principles in their work.

As part of your role, you will also engage in travel to fulfil your responsibilities and will be reporting to the Head of Unit.

Tasks

As a Results-Based Management and Evaluation Officer your role will involve:

Results-based management:

you will be developing and implementing results-based management policies, methodologies, systems, guidelines, and tools related to monitoring and evaluation, risk management, and reporting.

Providing strategic guidance and technical support to Beneficiary States:

you will support the Beneficiary States in designing programme results frameworks, including theory of change, key performance indicators, results matrix, risk management plans, and data collection tools; furthermore, you will advise Beneficiary States in the implementation, monitoring, evaluation, and closure of programmes and projects.

Capacity building:

you will be developing and delivering training on results-based management throughout the programme lifecycle to Beneficiary States, colleagues, and management at the Financial Mechanism Office.

Information and data management:

you will be using the Financial Mechanism Office’s information management system to analyse data on programme performance; further, you will facilitate the identification of information and data to be included in reports on results achieved at the country and programme levels for Beneficiary States and donors;

Prepare briefs, reports, and presentations

for colleagues, management at the Financial Mechanism Office, and external partners.

Creating results-based management culture:

you will work closely with colleagues and management at the Financial Mechanism Office to build capacity in all areas of results-based management, ensure the systematic capture of key lessons learned throughout the programme lifecycle, and develop success stories and other knowledge management products.

Monitor the results-based management methodology development:

you will stay up to date with emerging trends and best practices in results-based management and apply them to programmes at the FMO.

Additional responsibilities:

Beyond the listed tasks, you will handle any other duties as required, adapting to the dynamic needs of the role and the needs of FMO.

Qualifications

A Master’s-level university degree in a relevant field.

Experience

Required:

  • Minimum of 6 years’ work experience in results-based management, with excellent knowledge of monitoring and evaluation standards and understanding of key performance indicators, including formulation and tracking.

  • Demonstrated knowledge of data analysis, synthesis, and report writing.

  • Solid experience in creating and providing trainings on results-based management, monitoring, and/or evaluation.

  • Proven ability to clearly and effectively communicate technical concepts and provide guidance to audiences of diverse seniority and backgrounds.

Desired:

  • Experience working in a European and/or international context.

  • Experience with social inclusion and resilience initiatives/programmes.

  • Comprehensive work experience across all phases of the programme lifecycle (design, implementation, closure).

  • Experience in grant management.

  • Familiarity with the EEA and Norway Grants.

  • Knowledge of donor state policy priorities.

Skills

  • Strong command of results-based management concepts.

  • Ability to draft high-quality, analytical and structured reports and/or papers, and to present complex issues clearly and convincingly.

  • Excellent command of Microsoft Word, Excel and PowerPoint.

  • Excellent analytical and communication skills.

  • Strong diplomatic and negotiating skills.

  • Strong interpersonal abilities, pragmatic and result-oriented attitude.

  • Ability to work efficiently under pressure and meeting tight deadlines.

Languages

Excellent oral and written communication skills in English, the working language of the FMO, is a requirement. Fluency in any of the Donor State or EU languages would be an advantage.

Employment Terms

Grade: A4

Annual starting salary: EUR 106,704.24

Appointments are normally made at step 1 of the grade. The Director of the FMO reserves the right to appoint a candidate at a level different from that advertised.
