As Learning & Impact Senior Officer, you will be part of the Learning & Impact (L&I) team and report to the L&I Director. The L&I Senior Officer will help the L&I team and Director in creating a new L&I model that focuses on understanding the impact and contribution of our work to systems change.
Its role is to act as a center of the strategic planning, impact management, and collective learning processes, embedding evidence to implement adaptable programme strategies that deliver impact.
Team members provide strategic advice and support to ECF’s programmes and its grantees in the customization and implementation of learning and evidence gathering processes to track progress against common objectives.
They also deliver strategic advice to ECF senior leadership and support for strategic decision-making by implementing a Learning & Impact Measurement framework designed to learn from ECF programmes, and adapt accordingly, via the identification of key impact opportunities and priorities.
The role suits a candidate with experience in impact data collection and visualization for reporting and strategy implementation at a program level. In order to support this, we need someone who has in-depth knowledge in evidence collection and interpretation to measure impact and is expected to contribute to the creation of a new impact data system.
This is an exciting opportunity for someone with a keen interest in promoting an evidence-based culture via facilitating collective learning and building capabilities on how to bring learning insights and data to decision making.
It offers a chance to develop competence in a range of operational functions needed to support and work collaboratively with country and sector programmes in strategy implementation for a major philanthropic organization. She or he will offer strategic direction and a new perspective on how to provide learning and strategic inputs for understanding, reporting, and communicating about change in climate policy, narrative, and people.
Working as part of a small team, and in close collaboration with other operations roles, the L&I Senior Officer will be responsible for the following tasks:
Enhance the development and roll out of the new ECF’s Learning and Impact measurement model, taking into account systems change principles and our role as a regranter.
Synthesize evidence and data to inform ECF strategy and portfolio processes, helping the organization to make sense of its L&I and communicate accordingly.
Support programmes in the development of learning agendas & evidence gathering processes that are best suited to the needs of individual programmes, while ensuring consistency across ECF.
Build the capacity of programmes to gather timely and high-quality inputs for learning while defining crisp goals, outcomes, and tracking meaningful KPIs and metrics that underpin projects, programmes, and strategies.
Support the design of a new impact data system and architecture that collect and interpret evidence to measure organizational and programmes impact.
Collaborate with the Strategic Partnership team to facilitate evidence and insights to inform donors reporting and needs.
Undertake, coordinate, and support the undertaking of focused-project reviews and evaluations at the program level.
Provide support to colleagues and grantees, as required and appropriate, to help build skills, confidence, and capability in L&I processes or procedures.
Other related tasks as may be required
A genuine interest in the mission and values of the organization
Substantial experience in implementing Learning & Impact measurement frameworks in international settings (e.g. in not-for-profit, philanthropic, government sectors)
Substantial experience in including applying knowledge and data gained through monitoring and evaluations in grant-making and programming.
Excellent analytical skills, with the capacity to interpret and visualize data deriving from multiple sources, both qualitative and quantitative
Experience in working with software and database applications for data collection, analytics, and reporting; spreadsheet software, (e.g. Excel) data visualization software (e.g. Tableau, Power BI), social analytics and media monitoring software (e.g. Meltwater)
Excellent organizational and time management skills, with a proven ability to prioritize tasks
A team player and a natural collaborator with a passion for excellence
