About Eurocarers:

Eurocarers is the European umbrella organisation representing informal carers and their organisations, irrespective of the age or health needs of the person they are caring for. Our network comprises 73 carers’ organisations as well as relevant research and development bodies from 25 countries. We are dedicated to ensuring that the care needs of the European population are met in a fair and inclusive manner and that the crucial role of informal carers in the delivery of care is acknowledged, valued and supported.

We are currently seeking a part-time (70%) Finance and Administration Officer to join our Secretariat in Brussels. The Finance and Administration Officer will report directly to the Executive Director and will be responsible for managing our financial and administrative systems, procedures and operations. Additionally, this role involves providing strategic advice on financial and administrative matters and supporting the team in organising international events.

Primary Duties and Responsibilities:

Financial:

  • Bookkeeping and invoice administration in accordance with Belgian accounting practices and standards;

  • Bank account and treasury management;

  • Oversight of budgeting processes for Eurocarers’ general and project-specific budgets, in collaboration with the Executive Director;

  • Budget monitoring and liquidity forecasting;

  • Preparation of financial reports for donors, including management and processing of supporting documents with Project Officers;

  • Preparation of financial overview reports for the Director and Board;

  • Compilation and submission of consolidated annual accounts, and coordination of external audit with the external accountant;

  • Ensuring compliance with procurement regulations (internal and donor-related) and record-keeping;

  • Development of financial systems and tools, as necessary.

Human Resources:

  • Human Resources file management and monthly payroll preparation with social secretariat;

  • Timesheet management;

  • Monitoring HR developments in accordance with Belgian legislation and reporting to the Executive Director.

Administration:

  • Organisation of meetings, conferences and General Assemblies;

  • Oversight of Eurocarers’ compliance with legal and administrative regulations as a Belgian AiSBL;

  • Management of office logistics and service providers, and maintenance of adequate stock levels;

  • Administration of membership;

  • Supervision of logistics and other necessary administrative duties.

Eligibility Criteria:

General Requirements:

  • University degree or equivalent in a relevant field such as finance, business administration, economics or similar;

  • Minimum of 5 years of professional experience, preferably in an international/multi-cultural environment;

  • Legal entitlement to work in the EU is a requirement;

  • Excellent command of both oral and written English – proficiency in French or Dutch is highly desirable, knowledge of other EU languages is advantageous;

  • Experience with accounting systems, with familiarity in Belgian accounting standards preferred;

  • Proven track record in implementing financial provisions of EU funding programmes.

  • Ability to effectively prioritise workload and consistently meet deadlines;

  • Capable of working autonomously with minimal supervision, maintaining a high level of resilience and adhering to the highest ethical standards;

  • Highly organised with meticulous attention to detail;

  • Flexible, adept at multitasking and quick to learn new concepts;

  • Possesses a sense of humour.

Our Offer:

  • A part-time (26.6 hours/week) position based in our secretariat in Brussels, with a permanent duration contract (CDI under the Belgian employment framework);

  • Monthly gross salary ranging from €2,750 to €3,500 (FTE), depending on experience
