In 2022, 5Rights Foundation, supported by Safe Online (End Violence), developed and published an award-winning Child Online Safety Toolkit (COS Toolkit) to promote implementation of the rights of the child in the digital environment. Over the last 24 months, 5Rights has worked to raise awareness and promote the Toolkit and core tenets among international organisations, national policy-makers and regulators, and civil society, and to facilitate the adoption or enhancement of child online safety policies, regulations, laws and frameworks.
The Foundation has an outline of a structured monitoring and evaluation system to assess and optimise the impact of the COS Toolkit programme. The appointed Outcome Harvesting / MEL (Monitoring, Evaluation and Learning) Consultant will build on and review this framework and serve as the focal point for data collection coordination and analysis. Responsibilities include reviewing and implementing an evaluation plan in collaboration with an external agency, selecting and liaising with the agency, and coordinating data gathering from the international team to inform ongoing assessment and improvement. The consultant will also lead the identification and migration to a dedicated data-capture tool, ensuring efficient, organised data management for accurate and streamlined analysis.
Review and assess the Outcome Mapping Framework for the programme, ensuring it aligns with the project’s specific context in child online safety and effectively supports intended behaviour and outcome changes.
Review and assess the organisational MEL Framework, ensuring it aligns with the broader organisational goals and adequately supports overarching monitoring, evaluation, and learning objective.
Review and collect data for the Outcomes, Performance and Strategy journals.
Review and oversee management of OH/MEL repository.
Identify and engage with an external evaluation agency to implement the project’s evaluation plan.
Serve as the primary liaison the evaluation agency and ensure quality control.
Collect data from various stakeholders, including partners, participants, and beneficiaries.
Analyse data to assess the impact and efficiency of the COS Toolkit programme's application, identifying success stories and areas for improvement.
Provide regular, detailed reports on findings, offering insights into the project’s progress and impact.
Support the development of a yearly report to ensure comprehensive documentation and analysis of outcomes.
Suggest strategic improvements based on data analysis to enhance project outcomes.
Successful delivery of the Evaluation Plan and Evaluation Report.
A functioning system and process for ongoing MEL.
Conduct insightful data analysis to guide the project’s future direction.
Provide strategic recommendations to enhance the effectiveness of 5Rights' MEL efforts.
Proven track record in MEL, ideally within child protection and online safety.
Proficiency in outcome harvesting methodologies, with experience in international and multi-stakeholder contexts.
Strong analytical, writing and visual presentation skills, delivering high quality products.
Strong organisational, project management, and communication skills, including meeting deadlines and attention to detail.
The consultant will be engaged for a maximum of 48 days over 12 months.
